I would assume that every country has own silk screen printers. Not much point to ship internationally. It should be easy to find who are good printers in your own country?

Only thing being that some silk screen companies may be touchy of subject matter. In such case, one may look place who does "anything". All the rest I would suspect just check local place who does it and price is probably just about the same.

Depends a bit. As being for instance Norwegian resident, i tried any local option and usually ordering from elsewhere is much cheaper, shipping and all included.
I used several different over the years, but found this cheesy lot in Germany and they are cheap and do quality stuff, but quite slow.
