Not a pedal but our Chernobylizer synth heavily uses power starving techniques. Unlike a lot of power-starve circuits/mods/circuitbends we only starve certain parts of the circuit and re-amplify the starved signal, so you get all the weirdness without any volume loss. Also various large capacitors are used to alter the character of the starvation by storing electricity to gradually drain out -
